It's a bit of a challenge for me to "see" the man behind this chart without benefit of the "modern" planets Uranus, Neptune, Pluto. But this does tell a lot, especially the Moon-Saturn conjunction in Cancer on the cusp of the 2nd, telling a tale of a brutally cold upbringing that led him to ally himself with his country's moneyed class. (From what I've read, Chile has had a long history of being sharply and sometimes violently divided between the propertied and laboring classes.) And the 6th house Sun would incline to a life of service to the interests of others.
But I wonder why you consider the Mars in Leo "relatively weak." To my way of thinking, it is strong in its own fiery triplicity, and inclines one to situations of command and a love of power.
I'd certainly vote for an Aries MC with Mars ruling, for a military career.

Dear Gary,

Yes, that is what I meant - thanks for catching it. This also makes me wonder about Mars ruling the 10th, in case he was born a few moments after 7:30.

Warmly,
Nina

On Aug 15, 1915 the Moon was in Libra. Did you mean the solar eclipse on Aug 10th at 17 Leo? That would tie into his natal Mercury/Mars square (Mercury being L1 makes it all the more important).
regards
G.

Dear Yuzuru,

Thanks for the trackback. I find your proposed rectification of Pinochet's chart using firdaria very interesting and suggestive. I think we are actually in agreement on the fact that Pinochet was not evil, as much as he simply did not care very much about other people.

However, and this is why I spent some time dwelling on this, he was going to have an illustrious career no matter which way you sliced it. The combination of the personality and the career would give the predictable result of ruthlessness to his enemies - he was famously cavalier upon learning of the suicide of Allende, and in recordings from that time, he joked about the difficulty of disposing of Allende's body. Cold and careerist, I would say.

Warmly,
Nina
